Secondary Markets & RRG

Hard-to-place risks, Mike Hughes submissions, and RRG market rules.

Exhaust primary markets first. Secondary markets and RRG should only be used after Progressive, Geico, and Cover Whale have all been tried and declined or are not competitive. Always document why primary markets were not used.

What is a Secondary / RRG Market?

A Risk Retention Group (RRG) is a liability insurance company owned and operated by its members — typically businesses in the same industry. In trucking, RRG markets are used for risks that standard carriers (Progressive, Geico, Cover Whale) won't write or price competitively.

RRG markets typically have higher premiums than standard carriers.

They are used for high-risk drivers, poor loss history, or unusual cargo types.

All RRG submissions at I4T go through Mike Hughes.

RRG policies may have different coverage terms — review carefully before presenting to clients.

Required Documents for Submission

Have ALL of the following ready before submitting. Incomplete submissions will be returned.

MVRs for all drivers

Must be current — within 30 days

Last 3 years of Loss Runs

From all prior carriers

IFTA reports for last 4 quarters

Required for interstate operators

Signed application

Must be signed by the insured before submission

Current Certificate of Insurance

If applicable — shows prior coverage

Summary of why primary markets declined

Brief written explanation required
